Study on Engendering Cooperative Data in the Asia‑Pacific Region (Questionnaire for Primary Cooperatives)

Introduction

The cooperative movement is built on principles of equity, inclusion, and democratic participation. However, across the Asia-Pacific region, women’s participation especially in leadership remains uneven and often limited. A key challenge is the lack of consistent, gender-disaggregated data, which is essential for informed policy and action.

The International Cooperative Alliance-Asia Pacific (ICA-AP) has been working to address this gap through regional studies. While earlier efforts provided a foundation, they also highlighted persistent challenges, including data gaps, limited comparability, and difficulties in tracking progress over time.

Building on this, the present study introduces the Cooperative Gender Equality Index (CGEI), a structured framework to measure women’s participation, leadership, and the enabling institutional environment. The CGEI provides a consistent, repeatable approach to assessing progress and supporting evidence-based interventions.

    Definitions and Guidelines

    Given the diversity of cooperatives across the Asia-Pacific region, we have defined key concepts and terms used in this survey form to ensure a common and consistent understanding among all participating organizations. These are outlined below.

    1. Governing Body: The highest elected decision-making body of the cooperative (e.g., Board of Directors, Managing Committee, Executive Committee).

    2. Leadership: Leadership in this study refers mainly to positions in the cooperative's elected governing body responsible for decision-making.

    3. Governance-related Committees: Committees that are part of the cooperative’s formal governance structure and contribute to oversight or decision-making (e.g., audit committee, election committee, supervisory committee). Do NOT include staff/administrative committees, project or implementation committees, ad hoc or informal groups, except in the table relating to the staff position. 

    4. Leadership Pathway: Leadership pathway refers to the progression of a member from general membership to positions in the elected governing body (e.g., member → committee member → board member → office bearer).

    5. Reporting Guidelines

    • Please respond based on the most recent completed financial/accounting year.

    • Where exact data is unavailable, please provide the best possible estimate.

    • For percentage-based questions, ensure that totals equal 100% where indicated.
